Because the larger screen makes it unnecessary. Really you are only gaining about half an inch of address bar real estate, which on the iPad screen is not really all that much.
You can tell Apple about your irritation on there feedback page.
There is no full screen mode on iPad. That is an iPhone/iPod only feature.
You can use other browsers such as Chrome if you really need Full screen on the iPad.
It's not about gaining half an inch, it's about viewing a web site full screen with no clutter, and I like safari so would like to use it. It's about the experience...which I know is important to apple...they do it the best, which is why I don't understand why there's no full screen option in safari. Surely it's very simple for apple to do this??...they've done it with iphone and it works well. Just give us the option is all I'm asking! Let the user decide how they want to view a website....simple...
I completely agree, the full screen should be an option on iOS 7, which I was warned about getting. I hope they roll out an update soon. I went to this device to streamline and simplify my life and the clutter bothers me when on Safari.
There are other 3rd party apps out there I'm sure, but I don't like google anymore and try to minimize my use of them wherever possible.
The biggest annoyance is watching an embedded youtube video on safari. Solution: download Mc Tube and open the video there. While there, you get the true fullscreen view, no clutter.
Google search solution: duckduckgo better results, not revenue based & a clean interface.
I moved away from the android pack to get this seamless apple experience where you just intuitively interace with your passion, or whatever it says on the apple ipad marketing. This is being typed on an iphone keyboard from an ipad mini that all I wanted to do was run Safari in fullscreen as well as sort through the tabs like you can on the macbook.
otherwise very satisfied and awaiting some logical updates to iO7, that if not released would have Mr. Jobs rolling over in his grave!
There is a digital magazine that I get that is much easier to navigate full screen. I found this link which explains how to view any webpage in full screen on the ipad.

Not any website.
Web apps only work for websites that support it via the "<meta name="apple-mobile-web-app-capable" content="yes">" tag. For example, you can't even view Apple.com in fullscreen using the method described.
Also, this mode doesn't let you navigate, bookmark, or change tabs without going into Safari first so it isn't really much of a solution anyways.
I agree with those of you saying want full screen on Safari. I wondered this myself because I get full screen on my iPhone 5S and my Macbook Pro but not an iPad. I would leave a feedback since iOS 7.1 is waiting for us. One month left and I will leave a feedback about this as well before Apple release iOS 7.1 to the public.
Looks like you are correct - it does not work on all sites. but it did work on the site i was trying to view full screen when i found this thread.
I shouldn't have assumed the linked article was correct when it claimed to work on any site. My bad.
+1. Address bar, Favorites bar and tabs total nine-tenths of an inch or 15.5% of vertical space in landscape mode on iPad. Ridiculous to not allow users the freedom to view Web pages in full-screen. Please fix in iOS 7.1, Apple.
I agree with you
Hopefully Apple can fix this in the next update which is iOS 7 .1.
Luckily, you can disable favorites bar on the Safari settings. Open settings, and go to Safari, and turn off the favorites bar. I agree with you
Add me to the list of people who wish to hide the address bar. For me, it's not necessarily a matter of screen real estate, but it takes away from my webapp looking like a real app. I don't know how to develop real apps, nor do I have the money to pay for the developer license, so webapps are the way for me. And I want them to actually look like apps instead of just webpages.
My 2¢
Hey everyone
I hope lot if you guys know this, today, Apple released iOS 7.1 to the public. I updated over the air on my iPad Air and it's worth to do this, if exes letter bugs and crashes much fluid and responsive. However Safari is still not fullscreen. Well, I hope Apple really makes Safari full-screen on iPad Air on the next release of iOS.
And STILL no full screen option on ipad!!!!!! I just don't understand why apple won't give us the choice. I thought they were all about the experience....but they don't seem to like giving the user options. So easy to implement! ANNOYED!
Search for it by swiping down on the home screen.
If it isn't there, did you fiddle with Restrictions between upgrades? That's the only way I know of that you could disable Safari with.
If the above checks out, try restating the iPad. Weird behavior sometimes resolves itself this way.
