Photostream not streaming

Since the iOS 7 update, I've noticed that Photostream is inconsistent with streaming my photos to other devices...

For example, I took a picture on my iPhone and it did not stream to my iPad. In the past, it would do that automatically once I got to a WiFi.

I have all iCloud, Photostream buttons turned on on both my devices. Is there something I'm missing? Or could it be I'm looking in the wrong place for the picture I took on my iPhone?

Have you taken the photo from the Lock-Screen? There may be a problem wit the upload, if you are not in the Camera App when taking the picture. See:
