I am trying to move all of my library to a new laptop, and about half my songs didn't move, and none of my playlists copied, as well.

I don't think you read my question clearly. I have successfully moved my iTunes purchases, it's my CD files that are stored in my iTunes that didnt' copy over. They were all stored on my iPod, along with my purchases from iTunes, but didn't copy over. Only the songs I have purchased from iTunes copied to the new computer.
See this migrate iTunes library post. If you have your library on another computer move it over properly, otherwise recover all your content that is still on the device.

I have copied my library to a new computer via my ipad, but I have noticed that not all of my songs, and none of my playlists copied over. Some music was not purchased from iTunes, does this make a difference?
