Can I use an iPhone as an iPod touch?

I'm looking to purchase a used iPhone, but I only wish to use it as an iPod touch. Could I do this? Does it matter what plan the phone it is on? Does in matter what generation the phone is?

iPhone 4S, iOS 7

I have an iPhone from Verizon when they first introduced it on their network. From what I can tell it has no user accessible SIM card. I reset everything and every time I turn it on it wants me to activate it. I have a new iPhone on Verizon and don't want to activate the old one. I just want to use it as an iTouch without seeing the "activate" message every time. Is that possible? TIA.

I have an iPhone 4/Verizon that is no longer activated but I would like to give it to my son to use as an itouch. I also get the 'activate' message every time and have had no luck getting imessage to activate. Just says 'waiting for activation.' I have tried severeal suggestions - set up the phone as new, resetting network settings, etc. Any advice or help much appreciated!
