how can i setup the ipod touch without any wireless network?

We are setting up new iPod Touch 32 GB 5th gen devices for many users to use as cameras (don't ask why we're using this device in such a limited fashoin!) and do not want to associate any wireless network with it. During setup, there is no "skip" or "next" when the wireless setup screen appears. Any ideas? Using iTunes isn't an option either. I DID get one done and there was a 'next' button so I could skip setting up wireless but on all otheres, I do not have it. I've tried resetting the device to defaults...no luck.
