I downloaded Maverick and can’t open my system preferences.
I reinstalled the program twice but still have the same problem with the system preferences not working. Some of them work, most of them don't work.

You need to repair your Access Control Lists (ACL) permissions for your user.

I open system preferences and tried to use Network.

I tried all of them: App Store doesn't work. Bluetooth works. CD & DVD's work. Date and Time doesn't work. Desktop and Screen Saver works. Dictation and Speech doesn't work. Display works. Dock works. Energy Saver works. Flash Player works. Flip For Mac works. General works. Icloud does not work. Internet Accounts don't work. Keyboard works. Language and egion works. Mission Control works. Mouse works. network does not work. Notifications does not work. Parental Control does not work. Printers and Scanners does not work. Security and Privacy does not work. Sharing does not work. Spotlight works. Startup Disk does not work. Time machine does not work. Trackpad works. Users and Groups do not work.
I haven't noticed any other problems yet, since I reinstalled the program. I had a lot of problems the first and second install, the computer kept freezing, the pinwheel kept spinning, and I couldn't bootup.
I have just finished "clearing" my ACLs.
Unfortunately if anything I have added more lost Preferences. Also now getting a lot of You can’t open Accessibility preferences because it doesn’t work on an Intel-based Mac
Let's verify if it's a User's problem or if the problem is at the system level.
Testing in a new User will quickly tell you if the problem is system wide or if it’s your User’s folder that contains the problem. For help visit:

If you determine your new User fixes your problems, you can either move to the new User via Shared folder. or backup your drive then do an "Erase & Install" of Mavericks. When you migrate your data back to the new install, be very careful that you don't bring back the problems.
I had the same problem after updating to Mavericks and this is the quick fix.
Open Finder
Select Go -> Computer
Select Macintosh HD
Select Applications
I had a blank folder (untitled) with a whole bunch of applications in it. When I dragged that folder to the trash, the problem was resolved.
This also may manifest with a duplicate Applications folder. Same solution.
Responses can only be as helpful as the details provided. And none were given. What happens when you try? Error message? Which ones do or don't "work"?
Should add to last message clearing ACLs several times. Soon won't access to any Preferences.
