the music on my phone won't play out loud, why is this?

When I open up music in my iphone it won't play out loud, but when I plug my head phones in it will.

I tried plugging and unplugging the headphones a few times but it made no difference.

What makes no sense to me is that my phone will ring out loud, my alarm clocks which are all songs work out loud and my message tone occasionally works out loud.

Can anyone think of why it is doing this or have a solution?

iPhone 4S, iOS 7.0.4

Volume adjustments are independent. The ringer volume is one thing, the headset volume is something else, and speaker volume when the music is playing is something different as well. You can only adjust the volume for music while music is actually playing. Check that, or go into Settings>Music>Volume Limit and see if that is on or off. That controls how loud the volume can actually be set if it is on.
