when i plug my new retina ipad mini into a usb port it shows charging then not charging?

ON my iPad mini device so writing here to get a reasonable solution. My iPad mini charging drained out last week and I charged it for like 3 hours with charger 'input 100-240V~50/60 Hz 0.15A', while charging, the device heated up(too hot when hold it) and device remained OFF and not turning ON now. i tried many other power charger to charge it but now it's not charging and even not turning ON. Please let me know what can be the issue and how can I solve it.

on win even the usb capability is too less for the ipad and ipad mini.. even it displays that not charging message, the ipad will charge, slowly but it will charge, even while using it.

i have both, the latest macbook pro and an acer with win7.

once you plug your ipad to your win laptop, open battery doctor, and it will open by displaying the charging screen, only available while charging.

you will see that it charges. it is slow, only 9% in about 30 minutes but it charges. it need like 6:30h to full recharge taking in account that 45' are for trikle charging.
