How can I add my iPad to my Verizon service if it was not purchased from Verizon?

Apparently, I can not add my iPad to my Verizon data plan because there is not an MEID number for it because it was not purchased from Verizon. The iPad was a gift and is not connected to any service provider. Right now, I can only access the web when I am hooked into wifi. I want to be able to access it anywhere. Is there a way to configure the iPad in order to get it connected to a service provider?

Not necessarily;. There's a device called a Mifi, which is a cellular portable wifi hotspot

Buy the hotspot on your verizon account, turn it on and connect your iPad to the wifi hotspot and you get a at&t device on a verizon network....by taking the network out of it and simply using the wifi side. (And it doesn't have to be a mifi, they have plenty of different hotspots to choose from)
