After the ios 7.1 update my iphone 4 will not turn on. its stuck showing the apple logo off and on. Id really like to fix it with out restoring it because i have not backed up my data on my computer. Can anyone give me some ideas on how to fix it with restoring if possible??

If that is what it is displaying, then you have no choice, and the data is probably already lost. I'm guessing that you are referring to something else, since iOS 7.1 has not been released yet.
I meant the latest up date. My iphone will sometimes turn on but it wont always turn on. All my stuff is still on my iphone though.
Try a reset, hold the sleep/wake and home buttons together until you see the Apple logo. If you cannot get the device to reboot for you to see your content, you will have to try to restore it via iTunes. See this support document for help with that.http://support.apple.com/kb/ht1808
You may not be able to back it up if you cannot get it to stay on.
