Cannot restore stolen Ipad backup from Itunes

My Ipad was stolen and I enabled the lost mode on it. After realizing I am probably not getting it back, I hit the erase button and got a new Ipad. However, when I try to restore, it wants me to go to my Ipad and hit the Turn Off the Find My Ipad! I cannot do anything on the New Ipad either. I need help. I don't think the thieves are turning back my IPAD.

Please help!!
