When i connect to iTunes it says that i have enter my passcode to go in, but i have forgotten my passcode, and the power button is not worrking, is their any other way to do it without the computer or any other internet stuff or stores,

No. You need a computer with iTunes and an internet connection.

Place the iPod in recovery mode using one of these programs and then restore via iTunes:

For PC

RecBoot: Easy Way to Put iPhone into Recovery Mode

If necessary:

Download QTMLClient.dll & iTunesMobileDevice.dll for RecBoot

and

RecBoot tip

For MAC or PC

To restore from backup see:

If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.

Do this:

Put the device in recovery mode:

Hold the home and on/off button until the screen goes black

Then hold the home button for ten more seconds.

Then restore the device (and also make sure encrypt iPod backup is turned off):

Under summary, click restore.

Click restore. If you haven't backed up any data in 2 or more weeks, this will erase all data so I recommend backing up your important files first.

Read and accept the Terms and Agreements, then tap agree.

iTunes will restore your iPod touch.
