I have tried to setup an Itunes SIte Manager for our American School, but I could not find Morocco in the list of countries.
How can I create a site manager for my school in Morocco?

Sorry, but you can't. Apple does not offer iTunes U to schools in Morocco. Only schools in the listed countries can set up iTunes U sites. When, or if, Apple will ever expand iTunes U to Morocco is something none of us here, who are all fellow users, can guess.
