Hmmm???
I've got the same printer and it works fine in 10.9.2. I stumbled on this thread because I've just re-installed Mavericks after upgrading the HDD and realised it didn't have drivers for the i9950.
My new install is now on 10.9.3 and when I tried to print these 3 options were struck-through "Quality", "Color Options" & "Borderless Printing". I've never seen struck-through menu items before, greyed out, yes but never struck through. Booting from my SuperDuper backup of 10.9.2, everything works just fine.
My old 10.9.2 was an upgrade from 10.8, i.e. I had 10.8 installed and then updated to 10.9 via the AppStore. This seems to be why the i9950 driver was working.
On this new install, when I had installed the driver (downloaded from canon) it had asked if I wanted to install Developer Tools as it required a command that isn't in the default OSX installation anymore. I installed DevTools afterwards but without any difference. I also re-installed the driver having since installed Dev Tools, again no change.
So my next options were, in order of painlessness:
- Copy the driver files from my SuperDuper (backup/clone) of my 10.9.2 install;
- Copy back the SuperDuper backup to my new HDD (but I was going for a clean install)
- Re-install 10.8, install the i9950 driver and then do an AppStore update to 10.9.3
I started at the top of the list, copied over /Library/Printers/Canon from the backup to the new installation. Upon adding the i9950 it said the Printer Driver had not been installed correctly, did I want to fix it? Uhm, Yeah! It repaired the driver installation and to my utter amazement we have an i9950 driver installed with "Quality", "Color Options" & "Borderless Printing" no longer disabled. It's Saturday today so maybe I should buy a Lotto ticket too.
I have to point out that these options were dispabled printing from Preview but Safari didn't seem to have any issue - not sure what that's all about.
So my recommendation is try installing 10.8 on a spare drive or even a USB key, or onto a VM if you're familiar with how to do that; install the i9950 driver onto that then copy that over to your 10.9.x installation.
Bit of a shame as I've been looking for an excuse to retire the i9950 and get something that can Airprint without being attached to a system, but I'm sure we'll have more problems with 10.10.
