Since upgrading to Mavericks, Preview frequently (but not always) opens pdf's in an already open window. The preferences are set to open each pdf in its own window, but that is being ignored. If I could easily separate them, it would not be such a problem, but I can't find a way to do that. How do I fix this annoying bug? Thanks

Boot into Safe Mode, Mac OS X: Starting up in Safe Mode, and try there. If it works as you want reboot normally and try again.
Have you gone to Preview/Preferences/General and set it as shown in the screen shot above?

Since upgrading to High Sierra, seems like this option disappeared,
How can we solve it ? As for day-to-day work it is much easier to open several PDF files in the same window.
