Unable o open icon on screen. It was working but stopped. I removed the icon and reissue it again still will not open .

It would be very helpful if you would say what icon it is, so that we can troubleshoot the issue. In any case, have you tried a reset? Hold down the home button along with the power button until you see the Apple, then let go.
NNo this did not help. The icon is jackpot party casino game.
