My iPhone 4s will not let me download any more apps. I eliminated a lot of apps thinking that might be what it is. I have 4.3 out of 5 GB left on iPod. I'm not understanding why I can't download anymore?

"will not let me download apps" - explain exactly what you did and exactly what happens
all of a sudden that I can't download any applications. I'm not sure why that is? Also I'm not sure why some apps site install and others have the cloud with an arrow down
