What does restore purchase mean?

What does restore purchase mean? In games sometimes it will ask you if you want to restore purchase.

It means that if you made an in-app purchase in that game but on another device you can restore those purchases with your apple ID log in credentials without having to pay again.

I just had the in app purchase pop up while using a daily monsters sticker app in imessanger and I've never used the app or download to one of my other devices; should I be concerned??
