This article: http://www.pcmag.com/article2/0,2817,2425311,00.asp indicates that clicking and holding on a sent iMessage in iOS 7 pops up a menu with the following three options: 'Copy', 'Send as Text Message' and 'More...'. On my iPhone 5 (iOS 7.0.4) I don't get the 'Send as Text Message' option. Why? Thanks.

You will only get that if the message did not send. If it sent successfully, it is no longer an option.
Thanks. I tried to do this but the message goes out on iMessage instantaneously. No time to hold on it and select the 'Send as Text Message' option.
My problem is I am trying to send a message to someone's iPhone without a data plan. So, when the person is away and not connected to Wi-Fi, he or she will not receive my messages that go out on iMessage (and likely land on the person's other Apple devices at home). Combining iMessage with SMS seems like an error on Apple's side. Is there a workaround?
My iMessage goes out very quickly, too. But I can send it as a message by press the send button and as soon as you see the blue bubble comes out, double press it. And with the second pressing holding on, you with see the option you want. I test it with wifi connection. It works.
Send the message, while it is sending, press on it (the blue bubble) for a while. Then there pops out three options. the middle one is " send as text message.
I think the problem is you held on a message that has already sent. The message must be being sent while you holding on it.
This is one of the reasons that most carriers require a data plan with the iPhone. As a device, it is designed to use cellular data to handle email and other data usages. The iMessage should arrive as soon as the other person connects back to wi-fi, unless they do not connect that often. It really is difficult to force it since you are connected, unless the two of you turn off iMessage. You do not have to use iMessage.
