It would be good to get a clarification from Apple as to whether USB syncing with Outlook is supposed to work and is just flaky, or support was dropped. If support was dropped there is an important issue here because people got locked into phone contracts on the expectation that current functionality would remain. So it is possible that Apple will refrain from comment because of legal liability for their decisions.
My guess is that Apple won't respond until there is press coverage of the issue. But press coverage may lead to a drop in market share for Apple, which is problematic for the survival of the iOS platform, so I don't know whether to hope for press coverage.
I worry that Apple is concentrating on frills such as sapphire screens and ignoring basic such as Outlook syncing, and that excellence but irrelevance will kill what was once the leading smartphone.

Running iTunes: 11.3.1.2
Running Outlook: 2013
Running Windows 8.1
The Calendar is NOT pulling/sync like it used to. Is there a solution? Should it still be working? Please respond.
Has anyone tried this? Its a control panel from Apple for iCloud.
That is the standard iCloud control panel for Windows, almost everyone using iCloud uses it, the ones that don't use it use an earlier version of the same thing.
So what is the question?

Is that what you need to sync between Outlook on Windows with your iPhone? Does it work?
If you mean :do I need the iCloud Control Panel in order to use iCloud, the answer is yes.
No, CSound1. My question is: Will this iCloud Control Panel enable an Outlook calendar to be synced with an iPhone and the included Calendar App on the iPhone?
The reason I'm asking is that I see here six pages of discussion where people seem to say that they are having a lot of problems syncing their Outlook calendar with their iDevice. If all you need is this control panel installed, then why is this discussion continuing? Or does this control panel actually not work as advertised? Or are folks trying to sync via a USB cable and iTunes because of iCloud security/privacy concerns? I'm simply looking for confirmation that this Control Panel does the trick before I install it on someone's computer.

Sync via USB does not work. Sync via iCloud does.

Apple's dropping of USB sync and substitution of iCloud, which has many problems as outlined at http://social.technet.microsoft.com/Forums/en-US/ca3191f4-2c1e-4b52-a563-177877a 89ee8/is-outlook-icloud-syncing-hopelessly-kludgy?forum=outlook seems like bait and switch in selling a 2 year cellphone contract. Is there an explicit admission that USB sync was destroyed that will allow us to get out of iPhone contracts and switch to a different phone that works?
An article about this in a major newspaper could go a long way to breaking the logjam on this problem.
Just an information, the problem you mentioned "iCloud control panel not able to sync with outlook primary contacts and calendars"
can be solved by using EVO Collaborator for Outlook.
It's a 3rd party Outlook add-in which can synchronize iCloud contacts/calendars/tasks with the primary contacts/calendars/tasks.
Have you tested this yourself, do all iCloud functions work correctly?

That is because SyncService have been dropped fom Mavericks.
The Apple Technician was misinformed.
You can scour newspapers for their opinion as much as you like.
Apple dropped SyncServices from Mavericks and that fact overrides media 'opinion'
If it was retained in the Windows version I have yet to see it.
