How do I move an app to a specific spot

After I get an app to the right page how do I place it accurately? The wiggly apps just keep dancing all around the page when I try to place an app in an exact location and they then end up unorganized on he home page. As I try to resort the apps in their positions on the home page they just keep moving into different orders and generally not cooperating with me.

This has got to be user error. What am I doing wrong?

Try This...

Close All Open Apps... Perform a Reset... Try again...

Reset ( No Data will be Lost )

Press and Hold the Sleep/Wake Button and the Home Button at the Same Time...

Wait for the Apple logo to Appear...

Usually takes about 15 - 20 Seconds... ( But can take Longer...)

Release the Buttons.

Unlike Android where you can place one app in a lower corner while the other apps are near the top, on iOS, all apps will always be placed next to each other. All you can do is arrange the order they are placed.

After you have Positioned the App(s)... Press the Home Button.

Before I get to the point of committing the changes by hitting the home button I seem unable to control exactly where an icon can be placed and not gave the whole screen chaotically rearrange itself.
