I'm considering the purchase of a new Mac MIni 2.3 GHz Quad-Core Intel Core i7. I see I can also get it with the 2.6GHz Quad-Core Intel Core i7 for $100. additional. What would that mean in performance and is it worth the extra hundred?

I agree. For everyday use, you'll see much better performance for your money with an SSD and the full 16Gb RAM you can add to a Mini. 300mHz will be negligible unless you're doing video editing and authoring, since they're both quad core.
With the i7 you can get the base CPU and with the new speedboosting technology inside you won't be able to tell the difference between the two.
So, put that money in the RAM and an SSD. It's worth it!
Get an SSD. I replaced the HD on my 2009 Mini with 4 GB memory last Saturday and what a difference. I will wait until the warranty is up on my 2012 Mini before I add an SSD to that one.
