I cannot unlock my iPhone 4 because a part of the screen that one must slide through to unlock is unresponsive. From experimenting with the camera (with the phone still locked), I can tell that some parts of the screen respond to touch and others do not. Is this a deader?

Two more details:
Reset (holding down power button and home button together) did not help.
I found a bypass to unlock the phone: from the camera, press the home button.
Basic troubleshooting from the User's Guide is reset, restart, restore (first from backup then as new). Try each of these in order until the issue is resolved.
If this fails to resolve the issue, take the device to Apple for evaluation and possible replacement.
