Ok the problem is, somehow my mums iPhone plays Katy Perry Roar as a dial tone ( not to be confused with a ringtone) when anyone calls her, can this be removed and set back to the standard dial tone? Please help. Many thanks !

Not possible. "When anyone calls her", there is no dial tone!! There would be a ringtone.
that would be a ringback tone that she has set up. she would have to remove it, you can't control that.
Oh, I see, you hear the Katy Perry! You are the caller, so you would not hear a dial tone.
What happens when she answers your call? Do you hear her voice?
Yeah I hear her voice, how can she remove this .... I can pass the message on and get her so she can remove it, thanks.
Ringback tones are not settable or customizable in iPhone. I suggest she ask her cellular carrier for assistance.
