I'm trying to download some apps to my Ipad Mini, when I have already put the password, it seems like it is downloading, but then, it says "You've already purchase this, so it will be downloaded now at no additional charge"

Hello, Like the question says, I'm trying to download some apps to my Ipad Mini, when I have already put the password, it seems like it is downloading, but then, it says "You've already purchase this, so it will be downloaded now at no additional charge".

I've tried many ways but it doesn't work

I even tried a different apple id on my iPhone but it still doesn't work
