I am having trouble with an app and when I try to delete and reload it, it doesnt have rectangle thats says free or a price in the rectangle, it has a cloud and when I reload the app it reloads with the same problem. How I do start fresh and reload this app as new rather than from icloud?

Delete the app from iTunes, don't hide from iTunes in the cloud. Close iTunes. Delete the Downloads folder inside your media folder. Start iTunes. Redownload the app from iTunes Store > Quicklinks > Purchased > Apps > Not on this computer.
You're getting the same file whichever way you download it. Sometimes you need to close iTunes and reopen for the links to show up correctly in the store.
