How do I access Siri on my iPad Air?

The only place I can find Siri is under restrictions but, it won't let me turn it on from there.

iPad, iOS 7.0.4, iPad Air 32 GB

You're welcome. I hope it works. They put a restriction on and you use the iPad to get around it. Good luck.
