I used 1234 as recommended by another user. I didn’t recall ever setting a PIN for restrictions and now it seems it was set during an up date. I would suggest before resetting phone try the default 1234. Work for me

OK.....Still the link provided to you likely won't work on your iPad as the link refers to a new process which released with iPadOS 13.4. Since your iPad is not capable of running that, you will need to use the old method which is to use your home computer to erase your iPad using iTunes and you cannot restore from backup. If you don't know the Apple ID, Apple ID Password or Passcode used to set up this phone, the phone is utterly useless to you. You will have get help from whoever you bought the phone from. If you don't know them or can't reach them, there is nothing you can do to use this phone - EVER. Apple will NOT help. We CANNOT help you.

I cannot remember the restrictions passcode to reset my iPad.

Follow the steps here if your device is running iOS 13 or later: If you forgot your Screen Time passcode - Apple Support

Otherwise, you will need to resotre the iPhone to factory to remove the passcode, and you will not be able to use a backup unless it was made before the screen time passcode as put in place.

Follow the steps in the Apple recommended post at the top of the thread you replied to.

If you forgot your Screen Time passcode, update your device to the latest iOS or iPadOS (14) then reset your passcode. If you can’t update your device, erase it and set it up as new to remove the passcode and choose a new one. Restoring your device from a backup won't remove your passcode if tge backup was made after the restrictions passcode was put in place.

On iPhone 5s, the restriction passcode cannot be reset. The entire phone has to be erased and NOT set back up from backup.

See this link to learn how to restore your phone, but please remember you cannot set it up from backup when you get back in the phone as that will restore the restrictions passcode which you can't remember.

Asking for a passcode which I don’t have

A passcode for what? when does it ask for it?

If its a restrictions passcode, see the link provided multiple times already and in the Apple Recommended post at the top of every page of the veey thread you replied to. Here it is again: link-> Use parental controls on your child's iPhone, iPad, and iPod touch - Apple Support

If its a screen unlock passcode see here: link-> If you forgot the passcode on your iPad, or your iPad is disabled - Apple Support

Otherwise, explain exactly what is asking for a passcode and when its happening exactly.

You cannot reset a forgotten restriction passcode on iPhone 6. You will need to erase your iPhone using your iPhone with iTunes and this very important, YOU CANNOT RESTORE FROM BACKUP as the restrictions passcode is carried with a backup.

See this link for directions, but once you erase your phone, you can bring things back over like Apps, Messages, etc., via iCloud as long as you sync with iCloud --> If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support

We cannot give you your password. Screen Time passcodes are set by you, and only you know them. There is no way for us to give you one.

If you can no longer remember the passcode follow the steps here: click here-> If you forgot your Screen Time passcode - Apple Support

What is restrictions code of my iPhone

Nobody can possibly know your restrictions passcode except you or whoever set it. Follow the steps in the link in the Apple Recommended post in the very thread you replied to.

If you forgot your Screen Time passcode, update your device to the latest iOS or iPadOS then reset your passcode. If you can’t update your device, erase it and set it up as new to remove the passcode and choose a new one. Restoring your device from a backup won't remove your passcode.
