I want to use a Time Capsule and use it as primary WiFi and also to backup one Mac, and I also want to use an Airport Extreme and connect an external drive to it to be used as another Time Machine backup for another Mac.

Things will work if you have a "new" tower shaped AirPort Extreme, which does support Time Machine backups.
Previous, flat "square" versions of the AirPort Extreme did not support Time Machine backups, although countless users tried it anyway......some with success, some with some limited sucess and some....like me...with no success.
So the Extreme N does not officially support TM backups but the A/C does?

Why not simply connect that backup disk to the Time Capsule instead? That will work, as the note at the bottom of the link Bob posted states:
"OS X Time Machine supports compatible USB disks connected to AirPort Time Capsule (802.11n and 802.11ac), ..."
