There was a version of Mountain Lion (I think it was OS X 10.8.5, but it's been six months, so I"m not sure) that had an issue with the camera from MacBook Air with the Skype version that was current at the time.
If you use the latest version of OS X (Mavericks) and the latest version of Skype (6.12), all the issues will resolve.
Changing the Camera Source on Skype
This will allow you to use your built-in FaceTime camera with Skype.
Step One
Launch the Skype application in any of the following ways:
Type the first few letters of Skype into the Spotlight search bar. Select it from the results.
Go into Finder and navigate to Applications > Skype
Step Two
On Skype, go up to the menu bar and select Skype. Select Preferences from the drop-down menu. Select the Audio / Video tab. NOTE: You must be signed in to your Skype account to access these preferences. On the "Camera" drop-down menu make sure FaceTime Camera (Built-in) is selected. Close the window, and see if it works.

When you make or accept a call a window opens; at the bottom of the window are some icons for muting, etc, and one of those is a camera. Make sure you didn't accidentally click on the camera icon, which "mutes" your camera and presents the video feature.
