Iphone 5 Microphone selectively inop

I have an iphone 5. Recently, the microphone works intermittently or not at all for some programs (messaging, siri, notes) but fine for others like voice memo. It is almost as though the program does not have permission to use the microphone. I have shut down all apps, powered off but not change. Please help. Thank you
