Is it possible to update to iOS7 over 3G?

Is it possible to download iOS 7 using your 3G data on your iPhone?

Yesterday, I started the iOS7 download over Wi-Fi, however, had to leave shortly after. The update seemed to continue and my phone was eventually updated..should this be possible? I thought that when you were no longer connected to Wi-Fi the download would stop? My data usage has shot up over the past day or so and I believe that this may be the reason.

If this is the case, if I was using 3G, should I be able to select "download and install" via the software update menu? Or would it not allow it?

Thank you heaps in advance!

No. You need a 3GS or later. See below:

See the chart below to determine whether you can upgrade your device and what you can upgrade to. If you do not have a Software Update option present on your iDevice, then you are trying to upgrade to iOS 5 or higher. You will have to connect your device to your computer and open iTunes in order to upgrade.
