Swipe up from the bottom of the screen and tap the Rotation Lock icon on the right
If you have a mute button instead of activation lock the check your side switch by the volume rockers

Is the orientation lock on? Swipe up from the bottom of the screen to open Control Center. The orientation lock button is on the top row, far right.
The lock is off. I have checked multiple times. I even set it to use the mute switch.
Note: Not all Apps offer this feature..
If necessary... Try a Restore...
1: Connect the device to Your computer and open iTunes.
2: If the device appears in iTunes, select and click Restore on the Summary pane.
Is this happening in a particular app?
Some apps only run in portrait.
It's on all apps, it's even at the home screen. I have tried to restore. And it did nothing,
I already tried a restore.

The Basic Troubleshooting Steps are:
Restart... Reset... Restore from Backup... Restore as New...
If you try all these steps and you still have issues... Then a Visit to an Apple Store or AASP (Authorized Apple Service Provider) is the Next Step...
Be sure to make an appointment first...
There are no apple stores in South Carolina sadly.
Are you sure the rotation lock is not on?
Try this:
Settings > General > in the Use Side Switch section select Lock Rotation.
Then make sure the side switch is set in the up position so that you can not see the orange dot

Plus there are two in Charlotte.
This happened to me, too. I checked the settings that axeman referred to first. Mine was set correctly so this was not my issue. So I turned off my ipad and then back on making sure I had it in the landscape mode physically and it worked.. In other words, I rebooted in the orientation I wanted it to be in. It turned when I did this. So give that a try.
