You will have to figure out your Apple ID and password, with iOS 7.0.4 the Activation Lock is an anti-theft system and cannot be bypassed. Without remembering it you cannot access that iPhone.

If you have all purchase information and can prove ownership, try taking the iPhone to an Apple store genius bar and see if they can help. If there is not a store convenient, try calling your appropriate country number found on http://support.apple.com/kb/HE57 and if that doesn't work you can try contacting the ExpressLane at https://expresslane.apple.com and click on iPhone and proceed from there.

Copagr33, the passcode is a lock to keep thieves out of your phone. If you have forgotten the passcode, there is no way to get your stuff back...you'll have to erase the phone and start over with it. Hopefully, you've made a backup of the phone on iCloud or iTunes.
