Can you put a micro sim card into a phone without a carrier?

and still have it work? Like I'm going to buy an iphone but it doesn't have any carrier like at&t, verizon, etc. I already have the iphone 4, but I want an iphone 5s. The iphone 5s I want doesn't have a carrier, so will the sim card still work?
