My whole screen is cracked and the screen went black and changes colors . I can still use the phone but can't see anything. I don't have insurance I want to know how mucky will cost to fix

Apple does not currently replace screens on the 5C. An Out of warranty replacement is $269US.
Some Apple Retail Stores offer screen replacement; contact your local Apple Retail store to see if they offer it and you may be able to get a smaller cost. This depends on the exact damage done to the device.

Only for the iPhone 5 which is not what the OP has.
I stated to ask, not for his model and for him to contact his local store to see their options. There is no harm in at least /trying/ to see if this policy has changed or been updated since either of us have heard.
How much would it be to fix an iPhone 5c screen?
