Can a brand new unopened iPhone be tracked down?

Is there a way for a brand new unopened/unactivated phone to be tracked so they[Amazon] can see where the phone is located?

My best friend ordered an iPhone 5 through Amazon with Amazon Prime. Today she checked the status of her package and it says the package was already delivered at her address, except it didn't. The package is nowhere to be seen and she believes somebody took it upon him/herself to steal it. She called Amazon for almost an hour and to sum it all up, they said to give it a few days to see if she finds it, which is mind boggling. Can't they just see the UPS truck camera to see if the UPS guy even DELIVERED it to the correct address? Also can't they just track down the **** phone to see where is it located? If the phone can't be tracked down while off, can't they wait til the thief turns it on? I don't know, Amazon's response seems inresposable and lazy.

What camera? You can call UPS, but they say that the delivered it. Not sure whatyou think would change.

Of course not. How is it that you think someone could do this?

No. If you have not set up the find my iphone feature on the iphone itself using your account, then it cannot be tracked at all.

You seem to think that ups and iphones have abilities and features that are far beyond real world.

Not sure what you are so surprised about. Amazon has only said to give it a few days to see if it turns up. Not irresponsible or lazy at all. Quite reasonable. Maybe you should wait for their response when a few days have passed and it has turned up before you have a tantrum.
