Hi, I bought a iPhone 4 from Japan, can I use it in Singapore, using the local phone provider, M1?

It is locked to its Japanese carrier and they do not unlock iphones.

If the carrier it is locked to will not unlock it for you, then there is nothing you can do. Only the carrier it is locked to has the authority to grant an unlock.
