Error 3149

Hi every one .. I need help about Error 3149

First of all, I had upgraded my iphone 4s to 7.0.4 and I had a probleme about WIFI (it does not work any more) and us I see the probleme in IOS 7.0.4

So I tried to installe ios 6.1.3 I download it and when I was tring to install it (with Itunes) Itunes show an error 3149 .. Any one can help please ???
