Uninstall everyting...everything and try his version of itunes:
iTunes 12.1.1 for Windows (64-bit — for older video cards)
Windows 7 User here. Had this same issue over the past few days. After the latest iTunes update, and some Windows updates, I started to receive Windows Error 127. Did all the steps listed here, multiple times, with no success:
Remove and reinstall iTunes and related software components for Windows Vista, Windows 7, or Windows 8 - Apple Support
Just remember to look around for other Apple folders/programs under Common Files and under other users.
Then re-installed iTunes as admin. Didn't work, kept getting the unable to start Apple Mobile Device Service, but then started to get Windows Error 193.
So I uninstalled again, deleted everything I could find that was Apple. Disabled the AMDS under Services:

Didn't work, kept getting Error 193.
So try uninstalling everything Apple, even folders, disabling Apple Mobile Device Services, then try that older video card version. That finally worked for me, just a few minutes ago.
