I forgot my passcode for my iPhone 4s and it toks me that the device is disabled; a friend of mine used his computer to reset it now its asking me for the icloud info to set up the device and I'm trying to long in with my icloud info but it keeps telling me that either the password or username is incorrect and i know its correct .... Im stuck! Im frustrated and I'm going crazy.. HELP!!!!

If you have never synced your device with iTunes, or you do not have access to a computer
If you see one of following alerts, you need to erase the device:
"iTunes could not connect to the [device] because it is locked with a passcode. You must enter your passcode on the [device] before it can be used with iTunes."

If you have Find My iPhone enabled, you can use Remote Wipe to erase the contents of your device. If you have been using iCloud to back up, you may be able to restore the most recent backup to reset the passcode after the device has been erased.

Also, and iTunes account and an Apple ID are the same thing.
It is going to very difficult for you. I have the same situation and I am unable to restore the iphone even with an iTunes account. I forgot the passcode and followed Apple's step by step process to erase and restore from a backup and I am unsuccessful after multiple tries. My iphone 4s had ios7. the restore tries to upgrade to ios8.1 during the restore and it fails. I forgot the passcode, and I unintentionally removed this phone from the Find My iPhone app on the iCloud. Now I am not able to erase this phone or restore from a backup. Planning to take it to an Apple Store soon. I wish Apple doesn't have to automatically upgrade the OS on a restore.
I don't need to restore from a backup. All I need is to return the iphone to the factory settings so I can start using the phone again. Don't know why its so difficult with iphone.
And you do not need an Apple ID to use an iPhone. In fact, if you restore the device as new [How to erase your iOS device and then set it up as a new device or restore it from backups - Apple Support], you are specifically instructed to skip the Apple ID sign in step.
You can then use the device without downloading any new apps, or using iCloud. You can still use FaceTime & iMessage without an Apple ID on an iPhone.
You do NOT have to have an Apple ID or an iTunes Account to use an iPhone. And an Apple ID is not the same thing as an iTunes account. You can have an Apple ID that has never been used in the iTunes store, and therefore, it is not an iTunes account. Just like you can have an Apple ID that is not an iCloud account, if it has never been used for iCloud before.

If the device is disabled due to entering the incorrect passcode too many times, it is too late to backup the device.
Backing up the device requires entering the passcode on the device with it connected to a computer running iTunes to allow iTunes to backup the device.
Frankly, not backing the device up regularly is simply not smart... restore it as new and learn a lesson from this mistake.

After my iphone was disabled, I entered into DFU mode and exited from DFU mode. Then my disabled message disappeared and it said try again in 60 minutes. Then I tried after 60 minutes with the passcode and it worked. This is only helpful when you remember the passcode.
Every time I connect and verify that I want to restore and update; I get error code (-39). My settings are correct, I'm connected to the internet and I'm signed into ITunes? I don't understand what is causing the issue?

What you should do is either take it to the apple store and get help,or if you got it off ebay,amazon,etc. send it back to the seller and find a new phone.This happened to me,and we just sent it back.

No, they don't. Where did you get this information?
They may require an Apple ID for certain features, but not just to function.
