Huh? Safari is a web browser. In order to access the web, you have to be online. That's why there's iBooks and apps like Zinio. You download reading material, so that when you are offline, you can read. Am I missing something in your question?
I add the webpages to reading list, but when I try to access them
offline it says not available for offline reading...
I do use "Add to reading list"...But when I switch to airplane mode they have not available for offline reading...
Did you first open the web page in Safari and then "Add to Reading List"? This will save the web page to your iPad for off line reading.
Yes...in Safari I am adding to reading list...wait till the "gear" stops spinning, then switch to airplane mode I am unable to access the web page. It has the name or subject of the page..and not avail for offline reading

Strange, my reading list load in Aeroplane Mode.
I even tested it with the iPad Manual in Aeroplane Mode.
Yes...mine was working that way (add to reading list, go offline and access page) no problem. But now has stopped working....
Try clearing History, Cookies and Data.
Settings>Safari>Clear History, Cookies and Data
I am also unable to view websites that I have saved in my reading list on my iPhone 4S. This problem started a couple of months ago. It worked for a little while after the iOS7 upload though. Madigad, were you able to fix the issue?
