Choose Go to Folder from the Finder's Go menu, provide ~/Library/ as the path, throw away the Caches folder inside, and empty the Trash.

I found the cache how would I know if it is completely safe to delete everything? Also, do I have to be in safe mode to do this? If so, I do not know how to get into safe mode...Thank you

As you can probably tell I am a newbie. Do I delete everything in the Library or just the folder that says cache?

You move the Caches folder and only that to the desktop, log out, log back in, and then delete it.
