I can't use my Apple ID on iTunes app program and I reset my password too. What I have do to use my Apple ID?

What happens when you try to use it ? Since resetting the password have you tried logging out of your account on your phone by tapping on it in Settings > iTunes & App Store and then logging back in so as to 'refresh' the account on it ?
It's actually asking me to do a payment verify but I don't have any credit card on me
If you are being asked for credit card details then you will need to add them, it's a way of verifying that you are able to purchase content from that country's store e.g. that you have a valid billing address there.
Is it a new account that you've just created ? If it is and you don't have a credit card then there are instructions on this page for how to create a new account without giving card details : http://support.apple.com/kb/HT2534 - that will give you a 'none' option on the payments screen and allow you to download free items
