I have screenshots on my mac that are on the desktop. if I mail them to myself they will open in Mail on my mac.
But they will not open on ipad mail. They are.png files.
I also have been sent pdf files via email that will open on my mac but not on my ipad.
They load, load, load and never open

My screen shots from my Mac work just fine when I email them to my iPad. I can see them fine in the email message on my iPad.
So try resetting your iPad. Hold the on/off and home buttons together for about 10 seconds till the Apple logo appears.
The re-set for the screen shot issue.... did not work. It said it was loading but after about 4 minutes I gave up.
I am also dealing with a pDF that was sent to many recipients. It opens on my macbook, not on the ipad.
I created a single pdf from web content and emailed it to myself and got it on the ipad also. Is the ipad unable to deal with a PDF sent to multiple recipients (probably 20-30 recipients?

3...I can't send a screen shot from my mac to open on my ipad (I realize you can).
I do not quite know what you mean by :
"Edit>Attachments>Always send Windows-Friendly Attachments"
as this situation does not have anything to do with Windows.
Does it???
What i mean is:
Check Edit > Attachments > Always Send Windows-Friendly Attachments from Mail's menu on your Mac. Is it checked?
No, your iPad doesn't have anything to do with Windows. But if this is not checked and you try sending the attachment with it checked, it couldn't hurt and might solve it for you.
Try emailing it to the iPad, or placing it in iPhoto (or Photo Stream) and then syncing to the Mac.
Are you using Apple's Mail app on your Mac?
Are you running Mavericks and Apple's current Mail (version 7.1)?
Have you checked Edit > Attachments > Always Send Windows-Friendly Attachments?

Does your iPad have some third party app that might be getting in the way ... something like a PDF reader or editor?
If so, try removing such an app from your iPad.
I had the same issue. Download a zip extractor. In your email press and hold the attachment to open in zip extractor.
