If I remember correctly, it can be done using Configurator.

It's a took used by organisations to configure iDevices in many ways. One of the things it can do is disable screenshotting.

This link is for the Configurator for Apple Mac. I'll look to see if I can se it for PC.
There is no version of Apple Configurator for Windows. It's Mac only.

Not really possible on Windows that I know of, unless maybe there is a third party solution out there to do this.
How about just going to the restrictions on the device itself and turning off the camera?

KMC said that he/she didn't want to disable the camera completely. And disabling the camera doesn't disable the ability to take screen shots in any case.
