Can't redeem purchased gifts outside of the country of purchase

"You can't redeem purchased gifts outside of the country of purchase." How ridiculous is that???
iTunes takes your money from anywhere in the world but it can't transfer a gift from one country to another! Even within Europe. One would think that something could be worked out for gifting app or movies within countries in Europe. But, NO!
Paradoxically, the payment for a gift outside the country, goes through quite nicely, of course. But when the person tries to redeem his/her gift it won't work. They get a laconical message saying "You can't redeem purchased gifts outside of the country of purchase." The sender gets no notice at all.
And if YOU don't "catch the problem" at least 2 days BEFORE your intended recipient receives it (???!!!) you can't claim a refund from iTunes. (Normally the transaction is immediate when sending an app/movie/card as a gift.)
People living in huge countries may find this policy strange but it most likely rarely poses a problem for them. Those of us living in small countries - who have friends elsewhere - find it totally absurd.
Fortunately for us, I only got ripped off for $2. Won't make that mistake again. Support your local post office and send gifts by mail.
