Create a iOS app using a flash player

Sorry but I need some help, I bough the App developer. And I taught it work with windows, and I found out now that it's program only for Mac! I read on review that I can use a flash player to create app! I don't know how to do it... I really don't want to buy a Mac I can't offered.. Please help help help!
