Why the VPN update for OS X server won't install?

Why the VPN update for OS X server won't install. It says "VPN update for OS X server can't be installed on the disk. This volume does not meet the requirements for this update" Any help would be appreciated. Thanks

If you're NOT running OS X Server services (e.g. VPN, Web, Open Directory, Mail, Contacts, etc.) then you don't need the update.


For example, I have OS X Server 3.0.2 installed on a MBP and this MBP is not used as a Server. It's only installed so I can remotely manage the services running OS X Server on my Mac Mini.
