Take a screen shot (Cmd-Shift-4) & view that in Preview, move the Preview window around, if you see the stripes it's a Video card/VRAM problem, if the stripes do not move moving the pic around then it's the LCD or cable.

My issue is Blue Strips on start up and its frozen at Grey screen forever > I only successfully log-in on SafeBoot mode only actually while I'm typing this

so turn out mine was the LCD or Cable like you said,
What should i do from now ? already been tried many solutions :
Clean installed , PRAM , AHT ,
iMac (27-inch, Late 2009)
OS X Yosemite (10.10.2)
Please, Any suggestion ?
If you're certain it's the screen or the cable, I would bring it in to Apple or an Apple Authorized repair and let them confirm that. Cable not so expensive, but screen is. And, not sure, but screen might no longer be available from Apple, as your Mac might have reached its "obsolete" status--5 years from date of shipping. Might be able to find one on eBay, but must be from a top seller with excellent reviews.
